Six Moroccan charities have asked the government there to reconsider new guidelines that stop foreign families fostering abandoned Moroccan children. Mike Sanders reports.

The six charities have released an internet petition that poses some tough questions. It asks the authorities if the new guideline's compatible with the international and national obligations to put children's interests first. The charities say 24 babies were abandoned every day in Morocco and with too few Moroccan families coming forward to foster they want. The child traffickers will fill the gaps. The authorities tighten the restrictions after some foreign families called for the rights to adopt rather than foster, a perceived fact the children's Muslim and Moroccan identity.
