Coming out of that meeting, though, the signal from Deputy Prime Minister Bulent Arinc was that any response would be limited. We will not go to war, he said, despite the fact that Turkey insists the F-4 reconnaissance">reconnaissance">reconnaissance">reconnaissance">reconnaissance">reconnaissance">reconnaissance">reconnaissance plane was in international airspace when it was hit without warning, and that Syria must have known it was a Turkish jet. He also revealed that Syria forces fired on a Turkish rescue plane that went to search for the missing crew members.

Cyprus is to ask the European Union for a financial bailout. The government in Nicosia said the island's banks were suffering from exposure to debt-laden Greece. The second largest bank in Cyprus is thought to be in need of urgent support. Cyprus becomes the fifth country in the eurozone to seek a bailout after the Irish Republic, Portugal, Greece and Spain.

President Barack Obama said he was concerned about the practical impact of the law, which gives police the right to demand proof of US citizenship from suspects even without probable cause. Arizona's Governor Jan Brewer welcomed the ruling.

Bolivian police officers who are on strike over low pay have clashed with supporters of the president Evo Morales in Bolivia's main city La Paz. About 500 government supporters marched to the city's main square where twice as many police had rallied to demand a salary increase. The officers used tear gas to drive back the government supporters.

Three policemen have been shot dead at Mexico City's international airport. Police said the officers had been sent to detain suspects in a drug-trafficking case. Travellers dived for cover when the suspects opened fire, killing two officers; a third died in hospital. The suspects got away.
