KARACHI, Pakistan — Pakistani investigators arrestedthe chief executive of Axact, a software companyaccused of running a global diploma mill, earlyWednesday after discovering a storage room filledwith blank fake degrees.

The chief executive, Shoaib Ahmed Shaikh, and fourother Axact executives were initially charged withfraud, forgery and illegal electronic money transfers, law enforcement officials said. Thecharges were later expanded to include money laundering and violating Pakistan’s electroniccrimes act.

The arrests were a sharp blow to a company that claimed to be Pakistan’s biggest softwareexporter and that was on the cusp of starting a major television network. Axact has beenunder investigation since May 19, after an article in The New York Times described how thecompany had made millions of dollars by running hundreds of fake online education websites.
