Chinese telecoms giant Huawei Technologies Co. Monday said it plans to open a smartphone software development center in Helsinki and double the size of its research operations in Europe, stepping up the fight for a share of the smartphone market on Nokia Corp.'s -3.56% home turf.

Finding engineers in the Nordic country isn't likely to be a major hurdle, as Espoo, Finland-based Nokia slims its operations in a bid to return to profitability. Nokia employs about 18,700 people in Finland today compared with 24,700 five years ago, and it recently closed one of its larger research offices in Helsinki's city center.
