　　c) 但法律的基本精神和框架短时间内不能变化，否则会破坏社会的正常运作，也降低了法律的权威。//把汽车形式方向突然改变，造成多少交通事故，人们对国家的不信任

　　It is possible to pass laws that control or place limits on peoples behavior, but legislation cannot reform human nature. Laws cannot change what is in peoples hearts and minds.
