日前《人民日报》刊文(publish an article)探讨"代孕可否适当放开"，使代孕话题再次引发热议(spark/trigger heated discussion)。国家卫计委发言人毛群安表示，国家卫计委已经关注到现在一些关于代孕的意见、议论以及一些专家关于这个问题的建议。随着二孩政策(the second-child policy)的放开，很多夫妻将目光瞄准了代孕(surrogacy)。

不过他指出，代孕涉及法律、伦理、社会问题，比较复杂(a complex matter involving legal, ethical and social issues)。在我国，代孕行为一直被严格禁止。早在2001年，我国就出台了《人类辅助生殖技术管理办法》，该办法明确提出，严禁医疗机构和医务人员(medical institutions and staff)实施任何形式的代孕技术(surrogate techniques of any kind)。目前国际上绝大多数国家和地区也都禁止实施任何形式的代孕(ban surrogacy in all forms)，且严惩参与代孕的机构和人员(severely punish institutes and personnel engaged in the practice)。
