Without rules, there are chances that one would grow cabbages in public parks or litter wherever they go. Without rules, one would feel free to open the safety door even high above in the sky, leaving others' lives at high risk.

　　To sum up, it is rules and regulations that lay the foundation for a civilized society and protect us from potential risks. Only when rules and regulations are well observed by all the citizens will we live an orderly life and thus enjoy the benefits of a fully civilized society.
