That money was approved by the House after President Corazon Aquion delivered an emotional address to a joint session of Congress during her visit a few weeks ago. In that speech, Aquion thanked those law-makers who, she said, had balanced US strategic interests against human concerns and turned US policy against Ferdinand Marcos.
