How to Say "No" Properly

    A friend in need is a friend indeed. When our friends get into trouble, we should try to help them out if we can manage to do so. However, if it’s something beyond our capability, what should we do? How can we say "no" in a soft and proper way?     First, we should explain to them clearly why we have to turn their requests down and at the same time apologize for being unable to help. Second, try to avoid using ambiguous words that may cause misunderstanding. We’d better make it clear whether we can help or not.     And one thing is very important: We should express ourselves in a polite and sincere way and make our friends understand that we have tried our best.

Then what should we do to deal with the problem? On one hand, we should focus on the environmental protection and improve the ecology. On the other hand, strict measures should be taken to protect farmland.
