　　从逻辑主语的一致性来看，分词written的逻辑主语不是they、Sam，而是the report，因此选D。

　　在下面几种情况下，非谓语动词的逻辑主语可以与句子主语不一致：

　　1. 在某些惯用表达中

　　英语有些非谓语动词已经转化为其他词类，此时要遵循惯用法，不要随便改变其词性。比如concerning(介词), considering(“考虑到”，介词)including(介词), included(副词), following(形容词), gone(形容词)等。另外，有些分词或不定式短语作状语，其形式的选择不受上下文的影响，称作独立成分。常见的有：generally speaking(一般说来)，frankly speaking (坦白地说)，judging from/by...(根据……来判断)，considering.../taking...into consideration(考虑到……)，to tell you the truth(说实话)，seeing...(考虑到……)，supposing/providing(如果)，saving(除了、除非)，assuming(假使)，admitting(虽说、即使)，given(如果)。如：
