在《联合国气候变化框架公约》第21次缔约方会议(COP21)于去年在巴黎举行之后，世界主要大都市的市长也向联合国政府间气候变化专门委员会(Intergovernmental Panel on Climate Change，IPCC)发出了呼吁，希望该机构撰写一份特别报告，重点讨论全球城市变暖造成的影响以及对此的应对办法。
