《办法》共二十四条，涉及免受干预（free from interference）、免责机制（mechanism of accountability exemption）、救济渠道（redress mechanism）、公正考核（impartial assessment）、安全保障（safety protection）、休假权利（vacation entitlement）、薪酬保障（salary guarantee）等内容，是对《保护司法人员依法履行法定职责规定》的细化和落实。

留存指纹 collecting fingerprints

据公安部近日发布的公告，2017年，中国边检机关将分批在全国对外开放口岸对入境我国的14（含）至70（含）周岁外国人留存指纹，持外交护照或有对等互惠安排等情形的外国人可以免留指纹。2月10日将在深圳机场等口岸开展试点，其后陆续推广实施。

China will start to collect fingerprints and capture facial images of foreign passport holders entering China at selected ports beginning on Friday to tighten border security.

为加强出入境管理，我国将从2月10日起开始在选定的口岸留存入境外国人的指纹和面部图像信息。

Border control authorities nationwide will fingerprint all foreign passport holders ages 14 to 70 by the end of the year.

到今年年底，我国所有边检机关都将对入境我国的14（含）至70（含）周岁外国人留存指纹。

留存出境入境人员的生物识别信息（collecting and storing biometric data of foreign passport holders entering or exiting the country）是加强出入境管理的重要举措，目前国际上已有多个国家实施这一措施。
