7月28日，国务院资讯办公室(the State Council Information Office)举行资讯发布会，正式发布《关于深化改革推进出租汽车行业健康发展的指导意见》和《网络预约出租汽车经营服务管理暂行办法》，宣布网约车服务合法化(legitimize the car-hailing services)，并明确新规将自11月1日起实施(take effect)。为进一步规范网约车服务(in order to further regulate the car-hailing services)，8月1日，交通部(the Ministry of Transport)网站发布《网络预约出租汽车运营服务规范(征求意见稿)》向公众征求意见(solicit public opinions)，意见反馈将于8月31日截止。

《指导意见》明确，出租汽车服务(taxi services)主要包括巡游(cruise on the street)、网络预约(online booking)等方式。按照《管理暂行办法》的定义，网约车提供的是"非巡游的预约出租汽车服务"。对此，征求意见稿进一步明确，网约车"在运营服务中驾驶员应在允许停车地点等候订单(wait for ride-hailing order at certain parking spots)，不应巡游揽客，不应在机场、火车站等设立巡游车调度服务站(dispatching station)或在实行排队候客的场所揽客"。
