Environmental protection hasprovided cleaner air and water, which improve people s lives. Indeed, to theextent that such gains are not captured in measurements of GDP, the slowdown inprogress from the 1970s is overstated. But if that is so, it will probablycontinue to be so for future technological change. And poorly craftedregulations may unduly raise the cost of new research, discouraging furtherinnovation.
