继快递实名制(real name policy for parcels)11月1日实施后，用户面临隐私威胁(privacy threat)。国务院法制办公室16日起就《快递条例(征求意见稿)》公开征求意见(solicit public opinion)，该条例有望成为用户信息安全的又一法律保障。根据意见稿，快递企业要建立快件运单(waybills)及电子数据管理制度，定期销毁快件运单(regularly destroy waybills)。针对此前饱受消费者诟病的"暴力分拣"(rough handling of parcels/rough sorting method)行为，意见稿明确禁止以危险方法处理快件，经营快递业务的企业分拣作业时，应当规范操作，不得抛扔踩踏快件(toss or step on parcels)。
