总体要求和基本原则

贯彻上述总体要求，必须遵循和把握好以下基本原则。

二是坚持和完善“一国两制”制度体系。

-- Adhering to governing Hong Kong in accordance with the law;

-- Substantially safeguarding the legitimate rights and interests of Hong Kong residents;

五是切实保障香港居民合法权益。
