十七、为加大禁毒行动力度，双方同意建立专案侦办和情报搜集领域的联合行动机制。菲方感谢中方在人员培训和捐赠毒品查缉检验设备等方面向菲禁毒工作提供援助。

To further strengthen the efforts to fight against illicit drugs, both sides agree to establish operation mechanism for joint investigation on special cases and intelligence collection purposes. The Philippines thanks China for its offer of assistance in personnel training and donation of drug detection, seizure, and testing equipment to aid in the fight against illicit drugs.

十八、双方承诺根据公认的国际法原则，包括1982年《联合国海洋法公约》，加强两国海警部门间合作，应对南海人道主义、环境问题和海上紧急事件，如海上人员、财产安全问题和维护保护海洋环境等。

Both sides commit to enhance cooperation between their respective Coast Guards, to address maritime emergency incidents, as well as humanitarian and environmental concerns in the South China Sea, such as safety of lives and property at sea and the protection and preservation of the marine environment, in accordance with universally recognized principles of international law including the 1982 UNCLOS.
