海纳百川、有容乃大

在谈及“一国两制”伟大创举时，习近平指出，这是中华民族为世界和平与发展作出的新贡献，凝结了海纳百川、有容乃大的中国智慧。

“海纳百川，有容乃大”出自晋代袁宏《三国名臣序赞》：“形器不存，方寸海纳。”以及《尚书•君陈》：“尔无忿疾于顽。无求备于一夫。必有忍，其乃有济。有容，德乃大。”意思是：大海的宽广可以容纳千百条河流，比喻包容的东西非常广泛，且数量很大。
