Mr. Abe has demanded the BOJ adopt at its next meeting in January a binding 2% inflation target instead of its current 1% near-term goal, threatening to force the central bank to act through legislation if it doesn't do so on its own. He also has said he will bring in a new BOJ governor more in line with his views than current Gov. Masaaki Shirakawa, when Mr. Shirakawa's term expires in April.
The BOJ has said it would review its price goal at a meeting of its policy board next month. The likelihood of further monetary easing combined with fresh fiscal stimulus has resulted in a slide in the yen─now at a 20-month low against the dollar─that, in turn, has brought about a 17% rise in stock prices since mid-November.
Mr. Abe has named a relatively unknown politician as foreign-affairs minister, in contrast to the political heavyweights in the economic posts. Fumio Kishida is familiar with Okinawa issues from his duties in a cabinet post during Mr. Abe's first time as prime minister. But he has held few other high-profile positions and little is known about his views on China or South Korea, where relations have soured as a result of territorial disputes.
