中医药的传承和发展，需要法律保证。现在中国中医药发展面临各种问题，包括继承不足、创新不够、药材资源短缺等。国家应出台更多鼓励措施，鼓励中医学科毕业生到基层工作。目前中国的中医院不足全国医院总数的6％，无法容纳大量的毕业生。
