The Fed has repeatedly delayed the beginning of that process, as economic growth has fallenshort of its expectations. But as recently as June, most members of the Fed’s leadership — 15of the 17 senior officials — indicated they planned to start raising rates this year.

The share of Americanswithout jobs remains unusually high and wage growth remains weak, problems that apremature rate increase could worsen.
